Method
Make the dough
- Stir the milk, warmed to 105–110°F, with the sugar and yeast in a large bowl. Let stand for 5–10 minutes, until foamy.
- Whisk the egg into the yeast mixture, then stir in the flour and salt until a shaggy dough forms.
- Knead in the softened butter a piece at a time.
- Knead the dough on a clean counter for 8–10 minutes, until smooth and elastic.
- Return the dough to the bowl, cover, and let rise at room temperature for 1–1 1/2 hours, until doubled.
Shape and bake
- Line an 18x13-inch rimmed baking sheet with parchment and set a 4-inch oven-safe ramekin upside down in the center as a guide.
- Divide the dough into 24 equal pieces.
- Wrap one piece of mozzarella in each piece of dough and pinch the seams closed.
- Arrange the dough balls seam-side down in two rings around the ramekin.
- Cover loosely and let rise for 30–45 minutes, until puffy, while heating the oven to 350°F.
- Lift away the ramekin and bake for 25–30 minutes, until the bread is golden brown and the center rolls reach about 190°F.
Finish the bread
- While the bread bakes, warm the olive oil in a small skillet over low heat.
- Add the garlic and cook for 30 seconds without browning.
- Remove the skillet from the heat and stir in the parsley and red bell pepper.
- Brush the hot wreath with the garlic-herb oil.
- Let rest on the pan for 10 minutes before serving.
Notes
For the smoothest dough, add the softened butter a piece at a time as directed. Store leftovers covered in the refrigerator for up to 3 days; freeze baked rolls yes, tightly wrapped, for up to 2 months. For a lower-lactose variation, use lactose-free milk and lactose-free mozzarella.
